Trying to go to the URL // hangs Mozilla.

Steps to reproduce:

1) Type // in URL bar and press return

Expected results: Error message (complain about no protocol? or no host?)

Actual results: Hang
Keywords: hang

I bet it's a regression caused by the fix for bug 32966.
is this url bar only, or w/ an things like links (HREF)?
This should be a problem with url bar and similar user input urls only.
