Those were moved thinking that worked. Apparently, we didn't really need them.

I'm closing this as wontfix:
In Bug 1635227 we added support for the prefs option in the xpcshell ini manifest files and so (if these prefs are not triggering any issue, and they shouldn't) we can just keep them set to the values that they were originally meant to have.
