1634263 - Alerts view's text search doesn't filter related alerts

Looks like the filters from Alerts view don't filter the alerts in a consistent manner. Some filters include the related alerts (by displaying them in the new parent summary), others don't. The text filter is included in the latter part.

STR

1. Go to Alerts view.
2. Select all statuses from the status dropdown (top left).
3. Select browsertime from the frameworks dropdown (top left).
4. Type speedometer in the text filter & press Enter.

Expected:
Alert summary #25417 is listed.

What we got instead:
Alert summary #25417 isn't listed, only summaries which have direct alerts matching these filters.

Because this bug's Severity has not been changed from the default since it was filed, and it's Priority is P3 (Backlog,) indicating it has been triaged, the bug's Severity is being updated to S3 (normal.)
