Steps to Reproduce:

  1. Navigate to some site and open Responsive Design Mode.
  2. Move the mouse cursor over the background area behind the viewport.
  3. Mousewheel zoom or synthetically zoom with modifier key (Ctrl on Window, Command on macOS)

Expected Results:

RDM content should zoom in/out and zoom badge in UI should update.

Actual Results:

Nothing happens. If you move the cursor over the viewport and repeat, the zoom happens correctly.

This only occurs for new browser UI (pref devtools.responsive.browserUI.enabled is set to true).
