1634497 - Remove `browser.outerBrowser` checks once the old RDM is removed

I recently bumped into one of these checks and figured we should get this on file since it could be easy to miss when removing the main codebase for the old RDM mode. Feel free to dupe this to any other bugs about removing the old RDM code if it should be handled elsewhere.

I'm going to have this block the RDM fission meta bug too, so it's clearly visible to us once we start deleting the old-RDM code.
