Details

If we have large try pushes (e.g. specifying many rebuilds, or that use "--all", or exceed a number of tasks scheduled), then we should schedule the jobs at the "lowest" priority in taskcluster so that they don't interfere with smaller pushes.

We may need to extend the lifetime of the tasks beyond a day.
