Steps to reproduce:
Please add an option to NOT restore windows/tabs if Firefox is closed via a shutdown or logout.
I expect closing Firefox via logout/shutdown to behave exactly as if I selected "Menu->Quit" first. That's what every other application does.

This feature already exists, it's located in Options in General tab in General section as "Restore previous session".
I'm marking this bug as WORKSFORME, but if it's it's not what you meant, fell free to reopen this bug.
"Restore previous session" is already unchecked for me, and yet it still restore the session when I restart Firefox after a reboot.

Yes, but I can confirm it does not seem to work properly (on linux?). I'm on Fedora 31 & Firefox 76 and have disabled "Restore previous session" as well as changed the following settings:
browser.sessionstore.restore_hidden_tabs : false
browser.sessionstore.restore_on_demand : false
browser.sessionstore.restore_pinned_tabs_on_demand: false
browser.sessionstore.restore_tabs_lazily: false
browser.sessionstore.resume_from_crash: false
browser.sessionstore.resume_session_once: false
browser.sessionstore.resuming_after_os_restart: false
But if I reboot/shut down with firefox still open my session will be restored on next start.
