It seems FF's bug #1409158 should be backported (ie. respect LC_TIME in Linux).
The correspond commit is https://hg.mozilla.org/mozilla-central/rev/4577afc2a13d

Since 2.53.x we have some "date/time format" error reports at Linux downstream level, and the main step to fix it is the backport of the change.
