We're splitting this out from the main part of modernisation (bug 1542235) as we can ship that without these changes and still have the same (and better) functionality than we do now.

This bug is to track the (remaining) work to get the in-tree search engines updating from Normandy.

With the work for search-config-v2 rolling out (bug 1833829), we will no longer depend on the add-on manager supplying built-in / application provided add-ons, hence this is now a wontfix.
