Exactly like bug 1611045 which I can no longer reproduce.

Steps to reproduce:

1. Enable Plata theme: https://gitlab.com/tista500/plata-theme
2. Navigate to the single file test page (Twitter)

What happens:

I see a semi-transparent scrollbar.

Expected result:

Non-transparent scrollbar.

There is clearly something strange about the page that is triggering this.
