163558 - Personal Toolbar Tooltips appear after dragging the button

If you drag a button in the personal toolbar folder quickly to the main browser
window, the tooltip for the button will then come up.

After this happens, the tip has a hard time wanting to go away, and if you
alt-tab, the tip will commonly still be visible through other apps either
temporarily or until you switch back to Mozilla.

reporter (Jack): can you reproduce this bug with a recent build of mozilla (for
example, 1.2.1)? if so, please comment again with details. if not, please
resolve this bug as WORKSFORME. thanks.

I am using 1.2.1 and it still happens.  Here's very specific instructions on
what I can do to repro it 100%.

1) Float over a link on the bar till the tooltip comes up.
2) Click and hold on the button for 2-3 seconds.  The tooltip will go away at
this point.
3) Drag it to the browser window.  The tooltip now reappears for awhile.

ah... those more specific instructions were useful. I can now confirm that I see
this (with 2002121108/trunk/win2k). I also notice that after releasing the
button and moving the cursor back over the button, the button becomes depressed
again, without needing a further click.

I guess mozilla is losing track of the fact that the button is no longer under
the cursor when the user drags out of the button rather than simply moving the
mouse out.
