The manifest API is blocked by the pref dom.manifest.enabled, which at the moment is blocked in all Desktop channels except Nightly.

The DevTools application panel needs this pref on in order to let users to inspect a manifest, and we plan to enable the panel in this release cycle for Dev Edition.
