Sync web-platform-tests PR 23439 into mozilla-central (this bug is closed when the sync is complete).

Split the cases teting transition-reversing in
css-transitions/KeyframeEffect-setKeyframes so that they attempt a
reversal on both the same frame as a keyframe replacement and on a
subsequent frame, as this can be effected by style change aggregation.
