WebVR will be deprecated in favor of its successor, WebXR.

Both will be enabled simultaneously for some time, in order to allow developers an opportunity to migrate their sites to WebXR.

This meta bug tracks the work needed to deprecate and then finally disable WebVR.

At this point we should outright remove the implementation, as it's not enabled anywhere including on Wolvic.
