As stated in https://bugzilla.mozilla.org/show_bug.cgi?id=1591836#c13, notifications should use Windows API to utilize Action Center and system mute settings. alerts.useSystemBackend should be reenabled for Windows 10.

Enabling alerts.useSystemBackend keeps the notifications without INotificationActivationCallback, so it shouldn't be the only way.
