can't create folders on iCloud

Steps to reproduce:
I have TBird 68.8 setup to connect, via separate IMAP accounts, to iCloud as a primary account and GMail as a secondary account. All email is received from my domain email address via GMail for SPAM and antivirus filtering. I then select relevant messages in Gmail account and File them in the iCloud Inbox, where one of about 200 filters I have setup redirects the email to a specific folder on the iCloud. This enables me to see all emails in a given folder from no matter what Apple device I am using as they can all access iCloud Mail. On occassions email filed in the iCloud Inbox is not sorted by a filter, it usually means there is no destination folder/Mailbox on the iCloud Mail store.
Steps:
Right clicking on the parent folder on iCloud of where I want to create a new child-older does not bring up the option to Create a new folder/Mailbox. It does however bring up the option to delete a selected folder.
Actual results:
No option is given to create a new child-folder/Mailbox under a parent folder if the parent folder is on the iCloud. I can however right click on any folder on the iCloud store displayed in Thunderbird and delete it!
Expected results:
The right click drop-down menu should display and allow a Thunderbird user to create a new child-folder when the Parent is on the iCloud. As can be seen from the attached screenshot.

If the folder is created using the MacOSX Mail app, and TBird parent folder is refreshed the new folder appears on TBird, but it CANNOT be created on TBird.

This is indeed still happening on version 78.8.1 (64-bit) on Mac. Whilst this may be a duplicate of bug 1637006, the previous bug contains screenshots. Please advise exact log file names are required as I will search for them in Finder and attach to bug.
