First click on sidebar resizing handle does not dock sidebar

Summary: On second and subsequent browser windows, the first click on the resizing handle for the sidebar does not dock it, but the second click does. Steps to reproduce: 1. Start mozilla. 2. Position the cursor over the sidebar resizing handle so that the cursor changes to a double-headed horizontal arrow. 3. Click the left mouse button. 4. Observe that the sidebar docks. 5. Create a new browser window by using File>New Navigator Window or by clicking on the "Open link in new window" item on the context menu for a link. 6. Position the cursor over the sidebar resizing handle so that the cursor changes to a double-headed horizontal arrow. 7. Click the left mouse button. 8. Observe that the sidebar does not dock. 9. Click the left mouse button again, with the cursor still over the resizing handle. 10. Observe that the sidebar does dock. Observed behaviour: The sidebar of second and subsequent browser windows does not dock with the first mouse click on the resizing handle. Expected behaviour: The sidebar of all browser windows will dock with the first mouse click on the resizing handle. Version: Mozilla M11 build 1999101216 on WinNT, also seen with M11 build 1999101109 on WinNT and Win95

This is now affecting the first browser window also, for at least 1999-10-14-15-M11 and 1999-10-15-11-M11 on Windows NT. The textured portion of the resizing handle flashes dark while the first click is sheld down. After the first click everything works normally.

The splitter remembers the open/close state, but the box close up expanded anyway. This is bug 13901. The splitter needs to change the state of the box to collapsed when it gets added. *** This bug has been marked as a duplicate of 13901 ***
