In bug 1634616, we are going to land a reftest which is a rotation transform on a large frame. The reftest unfortunately failed on Windows 7. There are blank lines between TiledLayer (or some such?). I can reproduce the failure on Linux with enabling layers.enable-tiles. But I have no idea how to fix this yet, I did use a reference which has a static transform same as the test html and has will-change:transform but it didn't help at all.

Resolving this bug as WONTFIX because Firefox versions >= 116 do not support Windows 7.
