Steps to reproduce

1. Open Firefox with a new profile and go to the Customize page.
2. Drag the Search bar on the left side of the flexible space from the URL bar.

Expected result

• The drag space is shrunk as expected.

Actual result

• Flexible space is moved over the address bar.

Regression range

• Will search for one ASAP.

Note that on the good build the flexible space disappears when trying to add the search bar using STR from comment 0.
