User Agent: Mozilla/5.0 (Windows NT 10.0; rv:75.0) Gecko/20100101 Firefox/75.0
Steps to reproduce:
restart TB 76 with -purgecache to throw away stuff from addon coding.
no addon is installed/active
initiate upgrade to 77b2 from help
Actual results:
starting TB fails. Shows popup: Title xulrunner. Message: Platform version 77.0 is not compatibe with maxversion <=76.0
TB 76 is permanently broken

I'm not sure what you're saying: did you saying upgrading from 76 -> 77b2 didn't work for you? Or some downgrade scenario?
correct. Do a clean start of 76 without addons. Follow proposed upgrade to 77b2.
After restart, TB only shows a dialog box/popup with title xulrunner and message in popup: Platform version 77.0 is not compatibe with maxversion <=76.0
Startup of TB77 ends here, it is in a loop with this dialog.

And killing the looping system, and starting it yields the same issue?
Sounds like core issue.
I think this is no longer relevant as we are now at 78. Only happened at 76->77
