last updated date in addons tab is installation date

Steps to reproduce:

addons tab has a last updated date for each addon. In 77, that reports the addon installation date.

ATN has a last updated date. That reports the upload date to ATN.

It would make more sense if TB shows the date from ATN. Otherwise, I could manually install an old version and it would look recent because installation date is shown as last update date.

It shows the date of the last change on your system, presumably so that (for example) you can compare the updated date against when a problem started occurring, and rule an extension update in or out as the cause.

In any case, as you know, the Thunderbird Add-On Manager is the Firefox Add-On Manager, and bugs like this should be filed against it. Use the Toolkit - Addons Manager component.
