this improves the assertion messages, adds issue templates, and implements From<TextureFormat> for TextureComponentType.
The bug itself doesn't appear to be updated, so something must be failing in Phabricator - Bugzilla integration.

Same with https://phabricator.services.mozilla.com/D75323 and bug 1637992. One email every 4-8 minutes since 2 hours ago.

Actually, it may have been fixed. 11 minutes ago I got the last (duplicate) email, and these attachments finally appeared on Bugzilla.
