Steps to reproduce:
- Clean profile 76 or 78
- Open https://bugzilla.mozilla.org/show_bug.cgi?id=1619055#c6
- Duplicate tab by middle clicking on link in the comment.
- Left click and hold over a link.
- While still holding, switch to another tab by pressing Ctrl+Tab
- Release mouse button
- Switch back by pressing Ctrl+Tab if you have only 2 tabs or Shift+Ctrl+Tab (this does not work in clean profile where "Ctrl+Tab cycles through tabs in recently used order" is enabled)
- Move your mouse
Actual results:
Cursor is now dragging the link - no mouse button is pressed.
Expected results:
Normal mouse cursor, nothing is dragged. It's like this in Chrome 81

I guess you omitted "Click again" after step 6, am I right? I can reproduce this with my new step.

No, no clicking, only moving the mouse.

I could not reproduce this in MAC on 76 or 78, maybe a Linux specific bug?
