Joining a call on Amazon chime in an H264-based room no longer renders remote video as of https://treeherder.mozilla.org/#/jobs?repo=autoland&revision=09a18345c269a8dddf7513e67f59fc20bc06f56f

The prior push on autoland works ok though.

STR:

  1. Host a chime room (contact me for a URL) from a registered account on nightly. Enable video capture.
  2. Join this room without an account, and enable video capture. (This works ok)
  3. Join this room again without an account. Neither video stream from the two other participants is rendered.
