Steps to reproduce

• devtools.inspector.compatibility.enabled preff on true;

1. Launch Firefox, open DevTools Inspector - Compat tab;
2. Access about:newtab;
3. Wait until the list populates with issues, expand sections;
4. Click to expand listed occurrences;

Enhancement suggestion

• UI elements aligned neatly;
• navigation bars are at the same distance from bottom of browser;

Actual result

• bottom side of the compatibility panels - pushes the scrollbar higher than the scrollbar from the inspector section

• not a regression;
