This only hits on fission. Could it be a regression from bug 1596825?

As far as I can tell, this is only failing on Linux, right? The patch from bug 1596825 only touches android-specific code, so I don't think it's the culprit here.

That is better directed as some of the DOM Fission folks. Guessing Andreas because his needinfo queue is shorter than kmag's and because he touched the test last (unfair, because it's not the test itself that broke but something in fission/navigation/forms)
