Steps to reproduce

• devtools.inspector.compatibility.enabled preff on true;

1. Launch Firefox, open DevTools Inspector - Compat tab;
2. Access about:newtab;
3. Wait until the list populates with issues, expand sections;
4. Hover over the Settings/Feedback button(s);
5. Click on the Settings button;
6. Hover & Click on the Close button for the Settings view

Expected result

• hover effect while mouse cursor is over the Settings/Feedback/CloseSettings button(s);

Actual result

• no visual indicators that mouse cursor is over the mentioned buttons;

Regression range

• not a regression;

Additional notes

• same for light/dark theme setup.
