SYNC_TASK_TIMEOUT defines how long do we prevent sync task of the project to start running after another job was started and hasn't finished.

It's currently hardcoded to 60 minutes. We just recently hit a task that exceeded this period on pontoon.mozilla.org.

We should make the variable configurable per instance.
