Steps to reproduce:

played a video on youtube (i suspect w/ a lower framerate than my monitor's refresh rate)

Actual results:

choppy mouse movement i.e. it forces the whole screen to shit framerate instead of upsampling the video or something

Expected results:

mouse to move smoothly under basic bitch usage scenarios like playing a youtube video, as it has for 14 years

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
