Go to https://jsfiddle.net/L27uqgbw/. hover over the horizontal resizer so that you see the resizer cursor and then keep moving into the iframe.

The cursor should be the normal cursor, but it stays being a resizer instead.

Sounds like a dupe of Codepen resizer bug 1606707 (though I'm not able to repro this jsfiddle bug while I can still repro the Codepen bug).
