To set the capacity of an instance in a worker-pool, one needs to set both
capacityPerInstance
on the launch configuration in worker manager, and set
capacity
in the worker-configuraiton.
In the transition from aws-provisioner to worker-manager, this change was
missed, since aws-provisioner used capacity
to set both values. This adds
support to ci-admin
to set both values from capacity
set on the instance
type.
