What versions of Fedora, Thunderbird, and did you remove the Search bar from the Mail toolbar using Customize?
The window in your image only opens for me in Thunderbird 68.7.0 on Ubuntu 18.04.4 with the Search bar removed. It also has a Search bar just below the tab. Aligned with Events in the Today pane.

I have not changed anything on my toolbar, I created a new profile and the same behavior is present.

It appears that the Fedora build doesn't have "Global Search and Indexer" enabled in their build of Thunderbird by default.
I can reproduce the problem with it disabled.
Go to Edit > Preferences > Advanced and enable it.
Then the Search bar will be visible in the Mail toolbar.
