Steps to reproduce

1. Launch Firefox, enable DevTools - Network monitor;
2. Click on the Network Settings button;
3. Click on the Throttling button;

Expected result

• same styling is applied for both button and dropdown menus - for the sake of consistency;

Actual result

• styling differs;

Regression range

• not a regression;

Additional notes

• same issue on both light/dark theme;
