164098 - offline:ui: offline&diskspace pref still present if you do custom install w/out installing mail

Both trunk and commerical. Tested this on 8/22 commercial
branch on win2k. Hong Kwon pointed this out to me.

Problem:
If you do a custom install and don't install mail/news, when
you go to edit|preferences you will see:
   -offline &disk space prefs

And they shouldn't be there since mail was not installed. The Mail&Newsgroup
prefs are gone from Edit|preferences when you don't install Mail.

David, I know this is a 'ui' issue and you don't usually do
these fixes.

dup of 127423 - this is really a prefs ui bug and doesn't have to do with
offline per se.
