Steps to reproduce:

Open a large dropdown, such as the one on https://g1wjmf0i0h.execute-api.us-east-2.amazonaws.com/default/itemindex with 14741 elements.

Actual results:

The dropdown takes about 8 seconds to open, and prevents interaction with the browser chrome (e.g. switching tabs, clicking the URL bar).

Expected results:

The dropdown should open near-instantly, and not prevent interaction with the browser chrome.

Pre-Chrome Edge takes about 5 seconds, but doesn't prevent interaction with the browser chrome.

Chrome takes about 1 second and doesn't prevent interaction with the browser chrome.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
