Steps to reproduce:

I just tried to open SINGLE .HTML file from my local disk.
HTML file has no any additional files. No external pics, scripts or styles.
The file it just an data export.

Actual results:

Message: Access to the file was denied

Expected results:

It is a bug or stupid idea. If it is idea I have no clue why someone thinks the HTML language is an Internet thing. It is language and is commonly used to export data from many apps. HTML files are usless now.

Problem is known to me from at least 3 versions back.

I know it is possible to "turn this off" in about:config, but it is wrong!

Impossible to explain what happen. Profiles were broken. New, fresh profiles work fine.
No way to tell what is the reason even if I didn't click anything before...
