The rate is very low (0.001 failures/push) so I won't be able to find the time to work on it in the near future. I'll reevaluate if the failure rate increases. I don't think we should be worried about this.

I think this TV failure is fixed by bug 1639067, it reproduced for me on Windows 10 with:

 ./mach test --verify uriloader/exthandler/tests/mochitest/browser_download_open_with_internal_handler.js
