User Agent: Mozilla/5.0 (Windows NT 6.3; Win64; x64; rv:76.0) Gecko/20100101 Firefox/76.0

Steps to reproduce:

Debug any js code and hover over a variable.

Actual results:

A popup appears (though is hard to hover over the right spot for it to appear) but disappeas instantly.

Expected results:

A popup should appear and not disapear by itself without the user even moving the mouse.
