Steps to reproduce:

select the devtools color scheme simulation toggle

Actual results:

no-preference is one of the toggle options

Expected results:

no-preference should no longer be one of the toggle options

Per resolution at 2002-05-27 CSSWG meeting, the @media prefers-color-scheme:no-preference value is being removed from media queries 5.
The devtools color scheme simulation 4-way toggle should remove it as well.

Removing dev-doc-needed for now. This is currently behind a pref, and it is mentioned briefly on https://developer.mozilla.org/en-US/docs/Tools/Page_Inspector/How_to/Examine_and_edit_CSS#Examine_CSS_rules. We'll revisit this when it ships.
