1642824 - Ship new locales with Thunderbird 78

We've recently added new localizations to Thunderbird Nightly: Punjabi (pa-IN) [1], Thai (th)[2] and English - Canada (en-CA)[3]. Let's ship those with 78.0.0.
In addition, there's these that have gone from not-shipped to shipped and now not-shipped during the last year on Beta. In the interest of consistency, let's ship them once and for all.

• Afrikaans (af)
• Persian (fa)

With the exception of en-CA, all of these have been building on Nightly and all currently ship with Firefox.

This is to enable the referenced localized builds on 78+ and needs to be uplifted to have any effect.

We don't care about ./calendar/locales/shipped-locales anymore? Should that just be dropped? It seems not at all up to speed.

I believe that file is leftover from when Sunbird was a thing? My understanding is that the shipped-locales files that matter are mail/locales/shipped-locales (and suite/locales/shipped-locales.
