As far as I can tell, both Thunderbird and SeaMonkey moved away from search engines in l10n repositories, and everything is set up in comm-central.

Can we remove the following folders from l10n repositories?

  • mail/searchplugins
  • suite/searchplugins

Looks like Thunderbird also needs some tidy-up (remove search.order), similar to bug 1642306 for SM. l10n.toml should be kept as is, until we drop support for esr68 in cross-channel.

In which gecko version did those changes land?

Good point.

SM landed in bug 1300198, but I have no clue how to map that to shipping products.

TB should have switched to webextension with Firefox, so a while ago (bug 1544013). But the XML were centralized even before that (bug 1427133, TB 66).

I would say that for SM, there is no issue with them being removed now that bug 1300198 has landed on comm-central, there is always hg history.

Looks like it can be removed. Other than removing search.order apparently we also have also some other clean-up to do - https://searchfox.org/comm-central/rev/f8b764c571b8503c951ba26a7acc248e211b91d7/mail/base/jar.mn#131 still thinks it should be using locales while firefox just maps the folder - https://searchfox.org/mozilla-central/rev/559b25eb41c1cbffcb90a34e008b8288312fcd25/browser/components/search/jar.mn#12

OK, I'm going to clean up both folders from l10n repositories then, and use this bug as a reference for the commit message.
