CGI.pl uses fixed strings for the UI, such as the prompt that it needs a legitimate e-mail address and password to continue, and the labeling of the E- mail address and Password fields. These should be templatized.
That page has been templatised in CVS, but there are still other text things in there (mainly LDAP cruft)

All 2.18 bugs that haven't been touched in over 60 days and aren't flagged as blockers are getting pushed out to 2.20
