For bugs like 1642942, I need the ability to test the encryption to a specific key, but I need to be careful that I don't actually send an email to that key.

The safest is to have a preference that can be used to configure an extra recipient key ID, which will be added by the encryption engine, but which won't affect the list of email recipients.

On the other hand, we shouldn't offer that in release builds, as a precaution.
