Steps to reproduce:

set Firefox to Dark theme, open Library window and go to History: observe the scrollbar isn't dark. Screenshot attached. I'm on Windows 10 v1909

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

Lol someone went through the trouble of making the scrollbar for the Downloads section respect dark mode, but not the History and Bookmarks sections. Why not finish the job?

This is now fixed in 90.0b4
