start apprunner with paint flashing on
hit reload.

you'll see the sidebar and the content area repaint two full times before the
page in the content area beings to change.
Status: NEW → ASSIGNED

this is more general than clicking reload, but happens anytime you click on a
link.

hide the sidebar and this goes away. ugh. probably a splitter bug.

i've noticed that if you just close the sidebar (you don't have to hide it
completely) this is better as well.
i'm wrong, this happens even if the sidebar is closed.

This no longer paints twice on WIN32. Paint jockey work has fixed it under
WIN32.

Don can you verify that it no longer paints twice on the Mac?
