Steps to reproduce:

sync tabs

Actual results:

sync tabs are unorganized

Expected results:

The most recently used device should be first.
Within a device, tabs should be organized by window.
The most recently used window should be first.
Within a window, tabs should be organized as they are on that device.
The content position should open as left on the other device.

Bug 1295828 is to organize by Window - we do sort tabs by last used, just not by window. So let's turn this bug into the fact that the list of devices is currently alphabetical rather than by last-used. Ana, WDYT?
