1644222 - Setup WNP for users coming from <78.0 and receiving the 78.0 release

+++ This bug was initially created as a clone of Bug #1638173 +++

Request is to have the product point to the /whatsnew page in the Firefox 78.0 release and show it (WNP).

• All users coming from <780 and receiving the 78.0 release should be shown the WNP 78.0 page.

• id - has a hard coded template not reflected in Pontoon and will need to be added to the final list of locales, which Peiying will provide in this bug on June 26.

• Users in locales at 100% will be shown the content in the WNP 78.0 page (we'll assign that content to the WNP URL).

• This page will launch with an experiment. Hard coded pages will be deployed in en-US, DE and FR. All other locales will receive the current 'fall-back' WNP, with the mobile CTA

• for locales w/o content, they should not be shown a page (does not default to en-US)

• The QA test request and the corresponding request in Jira will be filed.

Testing for Fx78 WNP was completed with no new issues found. For more details about the testing we done can be sein in the Jira ticket. Closing this issue since the work here is done.
