Steps to reproduce

1. Launch FIrefox, access https://www.reddit.com/
2. Click on the Shield icon;
3. Navigate to any other webpage;
4. Navigate back to https://www.reddit.com/ and click on the shield icon again;
5. Click on the Site Not working button;'
6. Click on the Send report button;
7. In the details section input a long string of text;
   8 . Drag the resize bar all the way down, even past the taskbar;

Expected result

• resize bar should be capped when the button reaches the bottom side of the screen;

Actual result

• rezise and scrollbars go past the buttons/bar on the bottom side of screen

Regression range

• will check and provide one time-permitted, setting keywords up until then;

• attached recording with the issue.

This issue is not a regression since I was able to reproduce it on Firefox 72.0a1 (2019-11-10) when the resize option for the details section was first implemented.
