Details
(Whiteboard: [mac:fullscreen:native-affected][mac:fullscreen:nonnative-affected])
The picture in picture frame currently does not display over other apps that are put into full screen on MacOS. Picture in picture can only be viewed on the desktop or on the full screen Firefox window. For example, when opening a Word document in full screen, the video that is playing in picture in picture will not be viewable on top of the Word document.

I can repro on nightly, and this seems macOS-specific, so moving to widget-land.
Haik, is this likely to be related to the same thing as bug 1592416 ?

Yeah. I need to investigate, but it does seem like something related to NSWindowCollectionBehavior. Taking the bug.

I'm using the latest stable release: Firefox 77.0.1
I just filed a similar issue on Chrome. https://bugs.chromium.org/p/chromium/issues/detail?id=1205662
FWIW Safari does display picture in picture videos on top of full screen apps and I believe that's how it should work.
