Document::CookieJarSettings should be already fission compatible. Can you tell me more about the requested change?

It looks like we normally get mCookieJarSettings from the LoadInfo in a Fission-compatible way, and the GetInProcessParentDocument usage is mostly a fallback for javascript: URIs, so I think it's fine.
